Dr. Sam Oboche Agbo is a passionate and strategically results-oriented public health practitioner with extensive experience working across Africa and Asia to improve health outcomes for women and children. Known for his independent innovation, deliberate collaboration, and people-centered leadership, Dr. Agbo is a thought leader who empowers teams to deliver measurable results while fostering accountability and excellence.

With a deep commitment to universal health coverage (UHC), he has designed and championed low-cost, high-impact interventions that are scalable and sustainable—contributing meaningfully to Sustainable Development Goal 3 and related health targets. His technical expertise spans a wide range of critical health areas, including Expanded Programme on Immunization (EPI), Integrated Management of Neonatal and Childhood Illness (IMNCI), and maternal and child health quality assurance packages such as Helping Babies Breathe and Making Mothers Survive, often delivered through innovative tools like mother-baby kits.

Dr. Agbo has been a major contributor to the development of pre-service training curricula, national health strategies, and cost-modelling tools for strategic health planning. He has helped develop Standard Operating Procedures (SOPs) for monitoring and evaluation (M&E), maternal and child health programming, and child health policy development. His work has also included equity-focused strategic planning and costing using the OneHealth Tool and EQUIST platforms.

An accomplished negotiator and program strategist, Dr. Agbo has successfully engaged with governments and non-state actors to advance the humanitarian-development-peace nexus, adapting programming to a variety of country contexts. He brings strong operational research, assessment, and evaluation skills, and is highly adept at leveraging data for evidence-based planning and decision-making.
